Unlike in previous times when emergency response was the preserve of federal, regional and local governments, the activity today involves policy makers, law enforcement agencies as well as the military. With regard to terrorism, a lot of emphasis has been put on understanding the way human beings behave when subjected to stress based on information logically drawn from past studies on technological and natural disasters. Explosion emergency preparedness and response today involves the sharing of information and cooperative planning among a diversity of parties unlike what used to happen a couple of decades ago. One of the main concerns when it comes to emergency response planning and execution is citizen panic. Based on past experiences with natural and technological disasters, new models of human behaviour in the event of different explosive disasters have been developed. A lot of variations in human behaviour in disasters are based on the effects and nature of the agents that cause the explosion. Past studies have shown that some agents cause higher and more acute fear levels as compared to others. Some of the elements that have been considered by emergency planners and responders in the event of disasters include the patterns of citizen response which are impacted by such factors as disaster syndrome, and panic among other factors. In general, it is noted that the response of citizens in the event of disasters such as explosions can be predicted.
